What We Do
KB Advising is a professional consulting firm that specializes in obtaining federal grants, specifically in FEMA Public Assistance (PA), FEMA Hazard Mitigation Grant Program (HMGP), FEMA Building Resilient Infrastructure and Communities (BRIC), HUD Community Development Block Grant – Disaster Recovery (CDBG-DR), HUD CDBG-Mitigation (CDBG-MIT), and COVID Relief Programs (CARES and ARPA). Once the federal grants are written and approved, KBA project and program manages these grants for our clients, listening to their needs and providing organized, efficient, and successful project management to remain under budget, on time, and in compliance with all federal regulations.
We are an efficient team of professionals who listen to the needs of our clients and identify federal grant opportunities that provide solutions. While our current expertise is in disaster recovery and Covid federal programs, we excel in interpreting federal policies and adapting to different programs.

Stephen Kaerwer
Stephen Kaerwer is a Co-founder of KB Advising that brings over 10 years of experience in disaster recovery and emergency management. He has played a role in the recovery and mitigation efforts for some of nation’s largest disasters, including Hurricane Katrina, Hurricane Sandy, Hurricane Harvey, and Hurricane Maria.
Stephen brings a wide variety of experience and has supported projects in Texas, New York, Louisiana, Puerto Rico, Pennsylvania, California, and Kansas. An expert with deep knowledge in many federal grants, he brings extensive experience in Federal Emergency Management Agency (FEMA) Public Assistance (PA), FEMA Hazard Mitigation Grant Program (HMGP), Community Development Block Grant – Disaster Recovery (CDBG-DR), and more recently on new programs created through the Coronavirus Aid, Relief and Economic Security (CARES) Act and American Rescue Plan Act (ARPA). A strong project manager, Stephen has lead teams of over 1,000 members to successfully deliver large-scale solutions.

Kansas Homeowner’s Assistance Fund | Senior Project Manager
- Oversight of the program development and delivery as lead for a turnkey solution
Texas Emergency Rental Assistance | Project Manager
- Led a team of over 1,000 members that delivered over $800 Million in assistance to Texans in need in under 9 months.
Kansas Emergency Rental Assistance |Project Manager
- Manages a team that rapidly deployed to support the Kansas Housing Resources Corporation and was able to support their ERAP program to set new production records in under 2 weeks.
Texas Hazard Mitigation Grant Program | Program Manager
- Led the prime contract team that managed the state review and compliance of all HMGP projects in Texas
NY CDBG-DR / HMGP Global Match Program | Project Lead
- Implemented an innovative global match program that allowed NY the option of using CDBG-DR projects to meet the non-federal share requirements for HMGP programs to allow greater flexibility for resilience spending.
Juan Bossano
Juan Bossano is a Co-Founder of KB Advising with over 10 years of experience in disaster recovery and emergency preparedness. He has worked on most of the major disasters of the last 15 years, such as Hurricane Katrina in Louisiana, Superstorm Sandy in New York, and Hurricanes Irma and Maria in the US Virgin Islands and Puerto Rico. Along with those major disaster events, Juan has worked on over a dozen other disasters throughout his career. While he worked part of his career on FEMA PA and CDBG-DR, Juan has focused on FEMA HMGP most recently before co-founding KBA. Over the past year, he has focused on Covid relief programs, primarily leading Minnesota’s Emergency Rental Assistance Program.
Juan served as the Director of Mitigation Operations at his previous company and managed the entire HMGP grant for the US Virgin Islands. While the total budget at the time was $462M, due to the spending projections on the FEMA PA side, he led the team in preparing over $900M in HMGP grant applications in anticipation of the total budget increase

US Virgin Islands Hazard Mitigation Grant Program | Senior Program Manager
- Managed the FEMA HMGP (404 Mitigation) for the US Virgin Islands
- Led team that developed and submitted over $900 Million of HMGP applications
US Virgin Islands 406 Mitigation | Senior Project Manager
- Managed team of 406 Mitigation Subject Matter Experts across all sectors (Healthcare, Education, Power, Water, Roads, Public Buildings)
- Led team that submitted over $5 Billion of 406 Mitigation projects
NY CDBG-DR / HMGP Global Match Program | Case Manager
- Used the full extent of FEMA’s buyouts policy and pre-calculated benefits to maximize the grant funds for the State of New York
- Supported team on mitigation buyouts on Long Island and Staten Island; Program identified and created robust applications to buyout over $400M worth of properties in Special Flood Hazard Zones
